Mission and objectives

UNFPA has been working in Lebanon since 1993 to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Under the current 2017- 2020 Country Program (CP) and extended to 2022, UNFPA is guided by the various emergency and humanitarian response plans in addition to multisectoral consultations with the Government, civil society and other United Nations organizations.

Context

In order to expand its programming response to provide greater inputs to national efforts to advance gender equality as well as to prevent and respond to GBV/VAW, UNFPA Lebanon requires programme support to be able to build on related projects and interventions supported since 2003 and implemented by a wide range of national and international partners. One of the programme support is through engagement of a national UN Volunteer as Programme Associate entrusted with the tasks detailed below

Task description

Within the delegated authority and under the supervision of the GBV Programme Specialist the UNV Programme Associate will: Work with the UNFPA Country Office (CO) in providing overall support for the coordination, implementation and monitoring of the Gender/GBV portfolio and related projects/coordination mechanisms in partnership with the relevant national stakeholders, humanitarian agencies, civil society and experts. In 2021, UNFPA is supporting a comprehensive GBV programme that is implemented at national level by key selected implementing partners (namely Ministry of Social Affairs, National Commission for Lebanese Women, National and International NGOs and other related entities). The UN Volunteer will undertake the following tasks:

• Provide needed support for enhancing and reinforcing coordination and collaboration among various entities/partners;

• Support in assessing new as well as well as existing partners for possible re-engagement for implementation of various gender/GBV components;

• Contribute to preparing Terms of Reference and support in ensuring consultants are delivering tasks under the various gender/GBV projects;

• Carry out literature/desk review, background research as guided by supervisor and contribute in identifying research gaps to be supported/initiated under the gender/GBV projects;

• Support in development/finalization/monitoring of gender/GBV related annual workplans with the implementing partners including through the online applications/platforms and provide needed support in revising workplans;

• Support in monitoring the Gender/GBV programme implementation including ensuring oversight of the projects/interventions and providing regular updates/ summary on various gender /GBV programme components through highlighting achieved progress, bottlenecks and possible solutions;

• Ensure follow up to actions/recommendations agreed upon;

• Provide support on projects expenditures and disbursements and timely delivery of financial reporting and ensure adequacy with activities;

• Draft programme related correspondence, meeting minutes, briefing notes, presentations and other documents necessary for programme management;

• Contribute to input for related annual, monthly, quarterly, sector/research reports, strategies, plans, donor reports, communication materials, etc;

• Participate in data collection, analysis and maintenance of programme files and Gender/GBV programme related databases, in addition to developing templates and forms to gather inputs and maintain databases;

• contributing to CO efforts in the development of the next country programme document;

• Provide needed support in gender/GBV projects/programmes evaluation through availing related evidence, information, etc;

• Review and follow up with suppliers of services i.e. consultants, graphic designer, printing companies, etc to ensure completion of tasks as agreed with UNFPA;

• Ensure visibility of UNFPA and Gender/GBV Programme through working closely with the CO communication officer and following up on various gender/GBV related advocacy and media events and forums as requested;

• Provide needed information and resources as requested by UNFPA Country office, regional office and/or headquarters;

• Support in identifying, mobilizing, coordinating and following up on the participation of nationals in various regional/global events;

• Participate if need be in various coordination mechanisms namely the UN Gender Working Group, the SGBV Task Force, the joint UNFPA/NCLW Steering Committee, the technical committee on Women, peace and security, and others and contribute to supporting follow up on all tasks and recommendations as guided by the GBV Specialist

• Perform other tasks as requested by GBV Programme Specialist and UNFPA Head of Office;

• Any other related tasks as may be required or assigned by the supervisor.

 

Eligibility criteria

Age

27 - 80

Nationality

Candidate must be a national or legal resident of the country of assignment.

Required experience

3 years of experience in projects implementation, monitoring and/or coordination; • Analytical and interpersonal skills; • Strong computer skills including proficiency with word, excel, and PowerPoint; • Work experience in humanitarian, conflict, or post conflict settings is an asset; • Ability to work with a multi-national environment and maintain a team spirit; • Ability to work under pressure and deliver tasks on short notice.

Required education level

Master degree or equivalent in Gender studies, Sociology, development studies, Public Health, Public Administration.
