UNFPA has been working in Lebanon since 1993 to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Under the current 2017- 2020 Country Program (CP) and extended to 2022, UNFPA is guided by the various emergency and humanitarian response plans in addition to multisectoral consultations with the Government, civil society and other United Nations organizations.

Context

In addition to UNFPA regular program covering the SRH, GBV, Youth, and PD and in view of its engagement in humanitarian response interventions to the Syrian displaced populations and Lebanon emergency response, UNFPA Country Office is seeking to recruit a Logistician Assistant to provide operational and logistical support for UNFPA Lebanon Country Office and to be able to respond to its increased operations workload.

Task description

Within the delegated authority and under the supervision of the Administrative Finance Associate or her designated mandated representative(s), the UNV Logistic Assistant will: Effective administrative, logistics and customs clearance support to the CO operations • Timely coordinate logistics related matters such as tracking International shipments and pre-shipment customs clearance activities including obtaining import permits as required, product registrations, arranging waivers, etc. with the Supply Unit of CO; • Handle and facilitate customs clearance of CO shipments coming thru Lebanon ports and airports, including all cycle of paper work and necessary follow up with customs; • Coordinate with Custom Clearing & Forwarding agents on a day to day basis to ensure timely clearance of supplies from the ports of entry; • Ensure timely completion of customs clearance procedures; • Support the logistics team in the warehouse physical count exercise & receipt and inspection of arrived goods • Maintain a file of the full set of documentation for every shipment in accordance to the organizational requirements; • Support logistics team in Last Mile Assurance (LMA) & inventory quality assurance exercise. • Provide the needed support to operations team for ensuing efficient distribution of program supplies by the implementing partner. • Support in establishing SOPs/ICF for warehouse management of IPs. • Handle/manage Supplier Application in Quantum specifically registration of companies. Procurement and shipment of goods • Support the CO with office procurement of goods and services in Lebanon based on CO needs in accordance with UNFPA policies and procedures. • In coordination with the CO Procurement team, obtain quotations for the procurement of goods and services when requested, • Follow up on orders to ensure timely delivery of goods and services as stipulated in the Purchases Orders and contracts; • Ensure that issues of late/non-deliveries, missing items/quantities, quality related issues are addressed on a timely basis • Support the procurement team in ensuring the commitment (Req.s) are correctly reflected in Quantum and Req are entered in line with the approved budget Performing other operational tasks when necessary • Assist in asset management • Assist in the preparation of the Request for Payments on AoDocs • Assist in the management of security

Eligibility criteria

Age: 27 - 80

Nationality: Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience:

• 3 years of experience in administrative and logistics, with good knowledge of procurement, warehouse and asset management

• Proficiency in current office software applications and corporate IT systems (QUANTUM knowledge is preferable).

• Valid driver’s license with knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads and conditions, and defensive driving skills.

• Experience in the UN or other international organization with a safe driving record (desirable).

• Experience driving Armored vehicle is an asset

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Accuracy and professionalism in document production and editing;

• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

• Sound security awareness;

• Volunteerism as a mechanism for durable development, and the UN System.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut, Lebanon. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions. Conditions of Service for national UN Volunteers The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable).
