TERMS OF REFERENCE

Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA works towards achieving the three transformative results: end preventable maternal deaths, end unmet need for family planning and end gender-based violence and harmful practices.

 

In Lebanon, UNFPA has been supporting the delivery of sexual and reproductive health (SRH) and mitigation/response to gender-based violence (GBV) services through its implementing partners across the country. In order to evaluate the effectiveness of these services and to identify areas for improvement, the organization is planning to conduct a beneficiary satisfaction survey. The purpose of this survey is to gather feedback from targeted beneficiaries on the quality, accessibility, and relevance of the services provided.

 

The main objectives of this survey are to measure the level of satisfaction among beneficiaries who received SRH and GBV services supported by UNFPA, to identify areas for improvement in the delivery of SRH and GBV services and to assess the effectiveness of the SRH and GBV services in meeting the needs of beneficiaries.

Scope of work:

 

(Description of services, activities, or outputs)

 The consultant will work closely with UNFPA to carry out the following tasks:

  1. Review the TORs and ensure clarity on the expected outcomes.
  2. Develop a plan of action with timeline.
  3. Coordinate with the implementing partners to prepare the sampling for the satisfaction survey in close coordination with Monitoring and Evaluation Analyst.
  4. Conduct remote data collection through Kobo toolbox (the survey is already developed) for the satisfaction survey.
  5. Ensure the accuracy and completeness of the survey data by checking the quality of the data collected.
  6. Conduct data analysis using appropriate statistical software to generate a report on the survey findings (to be discussed and agreed with UNFPA).
  7. Prepare a final beneficiary satisfaction report on the survey findings, including recommendations for improving the delivery of SRH and GBV services.
  8. Present the findings during a meeting suggested by UNFPA

Duration working schedule:

24 working days (From 22nd of May 2023 to 22th of June 2023)

Place where services are to be delivered:

A remote approach

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Delivery Date: June 22, 2023, at the latest.

The cleaned dataset, final report and the presentation of the findings should be shared electronically with UNFPA.

The report and the presentation should be in English.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The consultant will deliver the tasks based on milestones and deliverables agreed upon and reflected in the contract terms. These deliverables include reporting requirements as well as a timeline. 

The consultant shall deliver a detailed report in English based on the objectives and requirements set forth in the Terms of Reference. The report will constitute the final outcome of this consultancy and is suggested to consist mainly of the following sections (final structure to be discussed with UNFPA)

                 Executive summary;

                 Background and methodology

                 Results of survey

                 Challenges raised

                 Recommendations

                 List of annexes

 

Supervisory arrangements:

The consultant will work under the guidance of the Monitoring and Evaluation Analyst in coordination with the SRH Specialist and the GBV specialist.

Required expertise, qualifications and competencies, including language requirements:

The Consultant should fulfil the following requirements:

Education: Master’s Degree in Social Sciences, preferably in Public Health, Population, Management, Demography, Development, Economics or Public Administration or

or other relevant fields.

Experience:

  • At least 3 years of extensive experiences in research, monitoring and evaluation and data analysis.
  • Experience in humanitarian /emergency contexts including familiarity with humanitarian related resources and material is an asset.
  • Proficiency in current office software applications
  • Familiarity with UN policies and principles will be an advantage.
  • Strong analytical and strategic thinking and a commitment to results.
  • Ability to organize work effectively and to meet planned deadlines.
  • Excellent Arabic and English spoken and written skills.
  • Familiarity with UN work is desirable.

Language and other skills: Proficiency in oral and written Arabic and English.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

The assignment will be carried out under the guidance of UNFPA, who shall provide the following support to the consultancy:

  • Facilitate contact with IPs.
  • Provide Relevant documents.
  • Provide Continuous guidance.
  • Review draft report and provide feedback.
