Purpose of consultancy:

The main purpose of the consultancy is to develop standard operating procedures (SOPs) for youth friendly services in primary health care centers

Globally UNFPA advocates for and supports the efficient delivery of a holistic, youth-friendly health-care package of services including universal access to accurate sexual and reproductive health (SRH) information; range of safe and affordable contraceptive methods; sensitive counselling, prevention and management of sexually transmitted infections etc. In Lebanon, UNFPA initiated several interventions that address sexual and reproductive health and gender based violence (GBV) services for young people and adolescent girls with the aim of enhancing access for adolescent and youth to quality and timely age responsive services. Among these interventions the development of the national youth policy and its action plan (in partnership with UNICEF and the Ministry of Youth and Sports), piloting of youth friendly services at the primary care level which resulted in development of a model whereby related tools and systems were elaborated for possible scale up and targeting adolescent and youth in SRH and GBV community outreach and awareness raising while adopting the peer to peer approach etc. Nevertheless access by adolescent and youth to SRH services remains limited because of several barriers such as lack of information about the available services, confidence in the quality of services offered at the PHC level, poor communication and relationship with health care providers,  socio-cultural barriers etc.  The assessment of adolescent and youth friendly services in the Arab region conducted by UNFPA and AUB in 2022 showed that the most common service delivery model in the region is integrated Adolescent Youth Friendly Health Services in existing health facilities with no separate space and designated health care providers for adolescents and youth in the absence of assessments on youth health needs affecting the appropriateness/relevance of offered adolescent and youth health friendly services. Youth-friendly services are vital to meet the unique needs of young people, remove barriers to healthcare access, promote preventive care, and foster a supportive, confidential, and non-judgmental environment for young patients. These services are crucial for improving the health and well-being of the youth population and ensuring that they receive the care and guidance they need during a critical stage in their lives.

The proposed consultancy aims to develop a sound and adapted-to-context standard operating procedures (SOPs) for youth friendly services at the primary health care centers. The Youth friendly SOPs will be based on international guidelines and protocols and are meant to provide a clear and detailed information for primary health care centers on how to provide high-quality, non-judgmental, youth-sensitive and inclusive healthcare services for young people.

 

The consultant will work closely with UNFPA to carry out the following tasks:

Inception phase ( 1 day)

  • Inception meeting to clarify terms of consultancy
  • Delivery of brief 2-3 pages inception report detailing the consultant’s understanding of the required tasks and the proposed approach to work including required tools, proposed stakeholders, and consultation process, and detailed timeline for product delivery.

Desk Review phase (5 days)

  • Desk and literature review covering national and international resource material related to youth friendly services ( guidelines, protocols etc) 

Consultations phase (4 days)

  • The consultant will hold meetings with key stakeholders currently engaged and to be potentially involved in provision of youth friendly services including relevant ministries, health stakeholders, GBV stakeholders, professional associations, etc. Meetings could be conducted remotely and it is expected that the consultation process will consist of approximately 8-10 interviews.

Synthesis phase (8 days)

  • During this phase, the consultant will proceed with consolidation of information and developing the first draft of the SOPs based on the desk review and the consultation process

Validation phase (1 day)

  • A workshop to be conducted with key stakeholders involved in the consultation process to gather additional inputs (based on the first draft) and to                 validate the proposed SOPs ( onsite or online workshop)

Finalization of SOPs (3 days)

  • Develop Second Draft (2 days): The consultant will incorporate comments received from key stakeholders during the validation workshop into the second draft of SOPs that will be shared with key stakeholders for their input.
  • Final Draft (1 day): based on comments from key stakeholders following review of second draft, the consultant will submit the final SOPS for youth friendly services to UNFPA.

The consultancy entails 22 working days extending from November 6, 2023 till December 22, 2023.

Supervisory arrangements:

The consultant will closely work with the SRH programme specialist

Required expertise, qualifications and competencies, including language requirements:

  • A university degree in public health or social sciences or other relevant specialty (PhD will be added advantage)
  • Experience in developing policy documents, guidelines, SOPs etc
  • At least 10 years of extensive experiences in adolescent and youth services/ studies
  • Experience of previous work  with the government, international NGOs & UN agencies
  • Experience and knowledge in the field of health/SRH and protection/GBV is desirable
  • Knowledge of the Lebanese health system and context is essential
  • Excellent Arabic and English spoken and written skills
  • Demonstrated ability to deliver quality results with strict deadlines
