Development of monitoring framework for the GBV-SRH Integrated models

Purpose of consultancy:

Within its context of work in Lebanon, and as part of its mandate, UNFPA works to promote universal access to sexual and reproductive health and rights (SRHR) and to include mitigation/response to Gender Based Violence (GBV) services through an integrated approach. .  This is meant to ensure that women at risk and/or survivors of GBV can obtain the needed SRH and GBV services at the same facility or through a functional referral mechanism irrespective of the levels/types of required services.  By doing so, it is expected that adolescent girls and women can maximize their access to a comprehensive package that meets their SRH and GBV needs including in emergency situations.

Between 2017 and 2018, UNFPA Lebanon piloted a GBV-SRH integrated approach among 4 partners and consisting of a diverse service/information package including SRH, psychosocial support, GBV case management, safe space and legal services either on site and/or through identified referral pathways. The pilot approach was evaluated and demonstrated effective, timely and impactful results as well as improved SRH and GBV outcomes. Building on the pilot and evaluation of the approach, four models for integration were developed by UNFPA Lebanon in addition to an assessment tool that allows classification of health facilities under each of these 4 models based on selective criteria. Accordingly, and since 2022 UNFPA initiated a roll out of the GBV/SRH integrated approach in its program. 

Based on the above and to ensure a more coherent and complementary approach for reinforcing the integrated approach both theoretically and practically, this consultancy aims to develop a sound and adapted-to-context monitoring, evaluation, and learning system, including a set of SMART indicators for each of the 4 models.

Scope of work:

 

(Description of services, activities, or outputs)

The consultant will work closely with UNFPA to carry out the following tasks:

  1. Prepare an action plan with a timeline of activities to be carried out under this consultancy
  2. Hold meeting with UNFPA to ensure clarity on the TORs and expected outcome and results
  3. Conduct desk review for relevant documents including the  GBV/SRH integrated resources developed by UNFPA Lebanon i.e. the main fundamental principles of GBV-SRH integration in health care facilities at primary health care level, the 4 models, the evaluation of the GBV-SRH integration pilot project, the tools and recent assessment of the SRH/GBV integration and the strategic plan results framework
  4. Conduct KII with UNFPA partners implementing GBV-SRH integrated approach to better understand the monitoring frameworks used by the partners and reporting on the integration
  5. Conduct a field visit to the GBV/SRH integrated program to understand the implementation part
  6. Based on (1), (2), (3), (4) and (5) above, develop a framework that determines the set of indicators under each of the 4 models in the RH/GBV integrated package
  7. Conduct meeting with programme leads on the framework
  8. Present an analytical report synthesizing the results of this consultancy and including a results framework  that presents the set of  indicators for each of the 4 models
  9. Present the findings in a technical meeting

 

Duration working schedule:

20 working days (From April 3rd  to May 8th  2023)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The consultant will deliver the tasks based on milestones and deliverables agreed upon and reflected in the contract terms. These deliverables include reporting requirements as well as a timeline. 

Supervisory arrangements:

The consultant will work under the overall guidance of the Head of office and in close collaboration with the UNFPA team (Humanitarian coordinator, SRH programme Specialist, GBV programme Specialist and the M&E analyst)

Required expertise, qualifications and competencies, including language requirements:

The Consultant should fulfil the following requirements:

Education: Master’s degree in public health, gender studies, social sciences, or other relevant specialty.

 

Experience:

 

  • At least 5 years of extensive experiences in conducting assessment, research and program monitoring and evaluation including in both the humanitarian and/or development sectors.
  •  Extensive experience and knowledge in the fields of health/SRH and protection/GBV is essential
  • Knowledge of the Lebanese health system is an asset
  • Working with international organizations/ UN agencies/ donors is an asset.
  • Excellent analytical skills
  • Excellent Arabic and English spoken and written skills
